Robert Floyd

Founder & Vision Lead, Develop Oklahoma

Robert Floyd, a lifelong Oklahoman, comes from a family rooted in service, entrepreneurship, and a deep commitment to building strong communities. That legacy, combined with a relentless drive to improve how things get done, has shaped a career focused on action, not just ideas.

With decades of experience leading ventures across recreation, logistics, land development, and workforce strategy, Robert has launched and grown companies that have directly impacted Oklahoma’s economy. His work has created jobs, revitalized properties, and raised the standard for what recreation and development can look like in this state. He doesn’t chase trends. He builds lasting infrastructure that creates real opportunity.

Robert founded Develop Oklahoma after years of running into the same frustrating issues on his own projects. Too many vendors, too many delays, and too many costly surprises. So he built the team that could handle it all—start to finish, no guesswork, no handoffs.

His mission now is clear. Make Oklahoma the national leader in recreational and destination development by delivering real results, project by project, with a team that knows what it takes to build the right way.

Robert “Bobby” Goldsberry

Partner, Engineering & Digital Delivery

Bobby Goldsberry is a proven leader in construction and engineering, known for pushing the boundaries of digital transformation, Virtual Design & Construction (VDC), and Building Information Modeling (BIM). With deep experience in project management, tech integration, and operational efficiency, he’s been a driving force behind smarter, faster, more accurate builds on large-scale projects.

Education and Background

Bobby earned his Bachelor of Science in Construction Science from the University of Oklahoma in 2010, followed by an MBA from Webster University in 2021. That mix of field knowledge and business strategy has guided his career through some of the most complex builds in the region.

Before stepping into construction, Bobby served in the U.S. Navy from 1999 to 2003 aboard a nuclear-powered fast attack submarine. As a Navy Diver and Weapons Handling Team Leader, he learned the kind of precision, problem-solving, and discipline that can’t be taught in a classroom. That background still shapes the way he leads teams and manages high-stakes work today.

Professional Experience

In 2008, Bobby joined Flintco as a BIM Manager, where he built out digital workflows, clash detection protocols, and virtual project coordination systems from the ground up. His work helped deliver landmark builds like the Devon Energy Center and the OU South Endzone expansion with less friction and greater control.

Today, he leads digital transformation at Professional Engineering Consultants (PEC), where he's overhauling how the firm designs, collaborates, and delivers across complex engineering projects. His approach connects real-world construction with modern tech tools, allowing for better outcomes at every stage.

Bobby holds a CM-BIM certification through the Associated General Contractors (AGC), a national credential for leaders in digital project management.

Industry Impact

Bobby isn’t just keeping up with industry change—he’s helping shape it. His work in BIM, VDC, and digital delivery has helped push entire firms and projects into the future. His focus remains the same on every job: build smarter, reduce risk, and never lose control of the process.

Brea Worley

Partner, Operations & Business Administration

Brea Worley brings more than two decades of hands-on experience driving small business success across Oklahoma. From law firms and construction companies to RV dealerships, restaurant franchises, and even professional sports teams, she’s been the operational backbone behind businesses that don’t have time to fail.

Brea’s expertise in franchise licensing, business administration, and contract management makes her the go-to for navigating regulatory requirements without slowing momentum. She’s managed multi-location operations across multiple industries, ensuring compliance at both city and state levels while keeping profitability front and center.

She knows how to cut through bureaucracy, tighten up operations, and keep businesses moving. Whether she’s overseeing licensing, reviewing contracts, or streamlining back-end systems, Brea approaches every challenge with clarity, urgency, and precision.

In addition to her operational leadership, Brea is a certified notary and handles complex documentation and transactional workflows with speed and accuracy. Her work ethic, reliability, and attention to detail have made her a trusted asset in high-stakes environments where every decision counts.

At Develop Oklahoma, Brea plays a key role in making sure the behind-the-scenes infrastructure is solid—so projects launch clean, stay compliant, and scale without friction.

Brandy Hamby

Partner, Finance & Compliance

Brandy Hamby brings over 30 years of financial expertise across industries that don’t tolerate errors—oil and gas, construction, manufacturing, RV sales, and campgrounds. She’s built a career on precision, clarity, and consistency, making her the kind of person every operation needs but few actually have.

Raised in Dibble, Oklahoma, Brandy is deeply rooted in her community and committed to building systems that work both in business and at home. Whether she’s raising her family or tightening the books on a seven-figure project, she brings the same mindset—focused, steady, and all-in.

She earned her B.S. in Accounting from the University of Central Oklahoma and her M.B.A. with an emphasis in Accounting from Southeastern State University. That mix of academic rigor and real-world experience means Brandy doesn’t just understand the numbers. She knows how to use them to drive better decisions and stronger outcomes.

At Develop Oklahoma, Brandy leads financial operations with a focus on cash management, reporting, and accountability. She ensures every dollar is tracked, every report is accurate, and every partner gets a clear picture of where things stand.

Her belief is simple: when the finances are solid, the foundation is strong—and that’s where every great build starts.
